 Section 19(1) of the Ordinance provides that any person who is aggrieved from a newspaper, can file an application to Press Registrar, who will then forward the same to the District Co-ordination Officer/Deputy Commissioner for making a declaration. Press Registrar has been defined in Section 2 (m) of the Ordinance which provides that Press Registrar is appointed by the Federal Government.
