  Lumberdari Grant--- State Charagah Land; State Charagah Land can neither be converted into mere state land and sold out to sitting occupant through private treaty nor it could be allotted under any Lumberdari grant. Charagah lands have expressly been excluded from any kind of grant or grant of proprietary rights, as such its allotment under Lambardari grant will offend policies on the subject. If a Lambardar or his predecessor had obtained land under Lumberdari grant, his successor / descendant in their personal independent capacity are debarred to raise second time claim for lumbardari grant.
