(1) Whether Article 191A infringes upon the salient features of the Constitution, including the independence of the judiciary and the separation of powers among the three organs of the State; and

(2) whether a bench of this Court, other than the Constitutional Bench, can decide upon the question of the constitutional validity of Article 191A when an objection to its jurisdiction is raised on the basis of that Article.
